Basically, I agree with Keith.
For modification, the order should be:
Tires
Shocks
Sways
Springs
But if you are starting from scratch:
Springs
Bars
Shocks
Tires
The rteason being that, in my opinion, the springs are the cornerstone of the
suspension. Next in significance are sways, then shocks. 
The only note I would make is that I would consider doing shocks AND springs
as a group, so as not to duplicate labor.Right now, I'm leaning toward Konis
and no springs this time around, as big bars and springs can be kind of a
bear, especially with 40 series tires
