IMO degraded/separated grease from the wheel bearing is most likely. Could also be brake fluid, but this is less likely since your spririted drive would probably have ended against a wall/tree/rock etc.

Change your wheel  bearing grease as soon as possible. What is left in there is most likely the solid "soap" part of the grease. The oil part has separated out from the base due to high temperature and messed all over your tire. The grease left behind does not provide proper lubrication. 

When changing wheel bearing grease ensure you use the correct type for this application. While in there also check the wheel bearing for excessive play, roughness etc - if a replacement is available, it's not a bad idea to change it.

After a night of very, very spirited driving through roads 
approaching (even surpassing) Deals Gap lateral-G splendor.  This pic 
was snapped about 14 hours later (to show the stuff isn't water 
since it didn't evaporate) - rubbed my finger through it, and at 
cursory glance, was "oil like" (like maybe that tire mount lube they 
use?).  Tires have been on about 4-6 weeks at this point.

Any ideas?  Not really concerned, just curious, ya know...
