Short detour into history:
Montreal developed at the junction of three major transportation and
communication routes, the St. Lawrence, Ottawa and Richelieu
rivers. It is totally indefensible and therefore became a cosmopolitan
trading / meeting / communicating centre, an outgoing forward-
thinking and liberal (small "l") zone.
Quebec City developed as a fort, at the point where the St.
Lawrence River narrows, on a high bluff within cannon-shot of the
other side of the river, as a defender and a controller of travel and
trade. As the capital of the province, it has developed a conservative
(small "c") and protectionist persona.
Almost 400 years later, the personality of these two cities has not
changed much. Montreal is still outgoing and cosmopolitan, and
Quebec City is still conservative. Both are a blast to visit, so go for it.
