Laura,
Any club president worth their title should be blessed with leadership,
reasonableness and a will to accomodate his/her membership.
If that is the case then you should have no problem discussing the speed
issue with your chapter's president, especially if the issue involves both
safety and violation of the law. If the president is one of the
speed-lovers then you might want to suggest that the club take a more active
role in organizing and/or participating in speed-type events such as track
days, autocrosses and driving schools. Most of such activities would
probably end up appealing even to your more safety-minded members, if you
got them to participate.
If that isn't the case then maybe it's time for elections in your club.
By the way, I tend to drive faster than most cars on the road, frequently
exceeding the posted cadillac speed limits when I'm alone. However whenever
I'm with one or more cars I ALWAYS tone it down... I prefer hearing the
members complain about me driving too slow than having someone feel unsafe
and end up ditching the club.
