I would expect the car to need new tires. Shocks may be needed too. Oh
yeah,
the wiper blades could be replaced, and an air filter and new spark
wires 
are a good idea. If it needs brakes, it needs brakes. Brakes aren't
expensive.
Miatas are pretty much bulletproof. Catastrophic problems are rare. Just
do the maintenance.

While 73K miles is on the highish side, 10K for a '95M with hardtop
sounds like 
a great price to me. Sell the hardtop for $800 and you got an M for
$9.2K.
