I followed a Chrysler (Concorde? Concourse?) for a few city miles that
appeared to have one of these. (Is it stock on some late model Chrysler
products? Or the result of some enterprising owner?)  IIRC it blinked
for a few seconds and then went steady.  (It was blinking, since during
that time, the normal brake lights were on but not blinking.) It caught
my attention, but it didn't especially annoy me.
