Coldest I have ever been in was delivering pizzas in college for Donimo's
Pizza in Akron, Ohio on New Year's Eve back in 1993 and the wind chill was
around  -80 F.  I had an '81 Rabbit Wolfsburg edition at the time and it
handled the cold rather well.  Needlessly to say we very busy that night.
The only other cars I saw on the road were police and Pizza Hut drivers :)

I bet it was the safest New Year's Eve on record since everyone stayed home
that year :)
