Apart from the obvious question, I'm not sure what putting velcro on the top
is going to do to prevent the window pocket from blowing around. I suppose
you could rig something up, but it wouldn't be a simple piece of velcro
unless I'm missing something (which I obviously am). If you want to velcro
the window border to the pocket, you can get velcro that doesn't have
adhesive on the back, it's designed to be sewn into things, and can probably
be found in sewing supply stores. One piece can be glued to the window
border, and the other stitched into the pocket, but that seems like an awful
lot of work considering that the window pocket stays down very nicely under
the weight of the top.
